The five ASEAN countries are coastal States, with the sovereign power over the sea surrounding its territories and the rights to the exploration of its natural resources. From the economical point of view, the sea along with the ocean floor and the seabed and subsoil beneath it,together with its natural resources is a matter of importance for those five states. Thus, its management has to be carried out in such a way as to increase the national prosperity. Lately, exploitation of the natural resources such as oil along the offshore area, particularly in Indonesia, in increasing and presents as its side effects the problem of the pollution of the human environment.
